A public-private initiative of civil society, legal experts, and human rights defenders — dedicated to creating a universally accessible legal mechanism for victims of Russia's international crime of aggression, focused on recovering damages from Russian assets and those of its accomplices.

TERRORUSSIA — Close and do not open'

Mission and Core Objective

Uniting the efforts of local governments, civil society, and Ukrainian business, with the involvement of authorized state bodies — to address a nationwide challenge: restoring the rights of the Ukrainian people as victims of Russian aggression, through full compensation for damage caused to each victim, drawn from frozen Russian assets.

Mission: Restoring justice for Ukraine, the Ukrainian people, and victims of Russian aggression as creditors holding an indisputable right to full recovery of damages, drawn from the property of all persons involved in initiating, waging, and supporting Russia's aggressive war against Ukraine.

Universal Algorithm of Action for Victims of
Russia's International Crime of Aggression and War Crimes

1

Stage I — forming a claim against Russia and its accomplices:

Preparation of evidence substantiating the material and non-material damage caused.

Application to the SBU Main Investigation Department and regional SBU offices to obtain victim status in relation to the war of aggression and war crimes.

Conducting assessment of material damage to confirm the losses and their causal link to Russian aggression and its grave consequences.

Russia's International Crime of Aggression and War Crimes

2

Stage II — forming and enforcing the claim:

Filing a lawsuit with a Ukrainian court of general or commercial jurisdiction against Russia and its accomplices, together with a request for interim measures.

RESULT: A COURT DECISION

Enforcement of the court decision through the property of Russia's accomplices

in Ukraine or abroad (legalization of the court decision in Western jurisdictions).

Management of the claim

(conclusion of agreements) at the pre-trial stage or during enforcement, to achieve the fastest possible recovery of funds.

Coordination of shared efforts and consolidation of victims enables more effective protection of their interests.

The Claim as a Financial Instrument

The right to claim — an intangible asset

Victims' claims can be consolidated and used as an intangible asset — an instrument that transforms losses into legally secured value:

The larger the consolidated body of claims against Russia and its accomplices, the more liquid this intangible asset becomes for subsequent monetization.
